Icy California beach

At least an inch of icy pellets coated the sand at Huntington Beach, the National Weather Service said. Scott McGuire of the National Weather Service's Reno office says the Squaw Valley ski resort "was the big winner" from the storms. But the snow was mainly in the Lake Tahoe area, and added only 1 percent to the Sierra's overall snowpack. California is entering its fourth year of a sharp drought. Snowpack this season is just one-quarter of the usual amount. The storms also brought hail and less than an inch of rain to the San Francisco Bay area.

The National Weather Service said the threat of showers will linger until Monday morning when the cold low-pressure system moves out. "We need several large, heavy rainstorms to even have an effect," Sweet said.

Spending on rail crossing safety upgrades varies widely across Southland

Last week's crash involving a commuter train and a pickup truck in Oxnard was a reminder that progress has been decidedly uneven. A patchwork of entities with varying levels of funding are responsible for street-level railroad crossings, and some have invested more than others in safety improvements. One major effort is being made in the San Gabriel Valley along the Alameda Corridor East, a key freight route. Orange County reported only one collision between 2009 and 2013 where the four-way warning arms were installed, the data show.

Some Observations on the Oxnard Metrolink Crash

Energy absorption is valuable in reducing injuries in a crash. This isn't what happened at Oxnard. A pick up truck is a fairly light object compared to a Metrolink train. Most of the damage and injuries were caused by the cars rolling over on their sides, not the collision with the pick up. We may need to design locomotives and cab cars better to handle objects on the tracks so not to rollover when derailing. There is no one simple solution. More can be done, with more money, law enforcement on the tracks and better safety education for the public..
